MINSK, 5 November (BelTA) – Crime has remained on a downward trend in Belarus in 2025, Belarusian Minister of Internal Affairs Ivan Kubrakov told the media following his report to Belarusian President Aleksandr Lukashenko, BelTA has learned.
The head of state was briefed, in particular, on the operational situation in the country and the status of the instructions for the internal affairs agencies. “The operational situation in the country is calm and is under the control of the internal affairs agencies,” the minister stated. He noted that the president had set the task of carrying out preventive measures. “Today, the preventive work is yielding results. We are recording a decrease in crime, both major and minor crime,” Ivan Kubrakov emphasized.
According to the Ministry of Internal Affairs, the number of major crimes has decreased by a quarter this year, including serious and particularly serious crimes. Their rate is the lowest in the last 10 years and has more than halved (from 38,400 in January-September 2016 to 15,100 in the same period of 2025). The number of murders (down 23% compared to the same period last year), intentional infliction of grievous bodily harm, thefts, robberies, and acts of hooliganism also decreased.
Last year, Ivan Kubrakov reported to the head of state that the crime rate is at its lowest level in 10 years. “This trend remains in place,” he noted.
The major crime detection rate has increased by 5%. Law enforcement cleared about 100% of murders, intentional infliction of grievous bodily harm, rapes, robberies, and assaults with intent to rob.
Special attention is paid to solving cold cases, and this was also discussed during the report to the head of state. Over the past two years, law enforcement identified the individuals responsible for 87 such extremely serious and serious crimes, including 37 murders. The recent detention of a suspect in a series of murders and rapes of minors, which were committed between 1996 and 1999 in the territories of the Mogilev, Vitebsk, and Minsk regions, has generated significant public resonance. His involvement in 8 murders and 2 attempted murders and rapes has been proved.
The solving of these crimes was facilitated by a decision made in 2022 directing the Ministry of Internal Affairs, in cooperation with the State Forensic Examination Committee, the Investigative Committee, and the Prosecutor General's Office, to reinvestigate past crimes with signs of serial offenses (including conducting examinations and research that have become possible due to accumulated experience, knowledge, and technological progress). According to Ivan Kubrakov, law enforcement managed to identify suspects in 37 murders committed during the 1990s and 2000s. “This work continues, and we will do everything to ensure that punishment is inevitable,” he said.
