Snopkov: Belarus will showcase innovations on a large scale at Pujiang Forum in Shanghai

Belarus, being the guest of honor at the 18th Pujiang Innovation Forum, will present its innovative products on a large scale. The importance of this was highlighted by Belarusian First Deputy Prime Minister Nikolai Snopkov in a comment to BelTA. Nikolai Snopkov will lead a Belarusian delegation at this international event due in Shanghai from 20 to 22 September and at the closing ceremony of the Year of Science, Technology, and Innovation between Belarus and China. The centerpiece of the forum will be Belarus’ national exposition, featuring two key sections: innovations developed by Belarusian organizations, and achievements in Belarus-China scientific and technological cooperation.

Tianjin and the upcoming Year of Industrial Cooperation

The first deputy prime minister described the bilateral cooperation as follows: “Belarusian-Chinese relations are developing in line with the all-weather and comprehensive strategic partnership built on a high level of personal relations and mutual respect between Belarusian President Aleksandr Lukashenko and Chinese President Xi Jinping. Thanks to their political will and consistent efforts, bilateral cooperation has reached a level of genuine fraternal interaction, encompassing all avenues without exception.

Nikolai Snopkov noted that 2025 has been a particularly eventful year for Belarus-China relations. Approximately one hundred bilateral visits have taken place at various levels, including engagements within business circles. The head of state visited China twice: once to participate in the Shanghai Cooperation Organization summit and again for the military parade marking the 80th anniversary of the victory of the Chinese people in the War of Resistance Against Japanese Aggression.

"During the meeting on 31 August 2025, in Tianjin, the leaders of Belarus and China outlined new prospects for further cooperation in key areas,” Nikolai Snopkov said. “They agreed that the next two years will be designated as the Years of Belarus-China Industrial Cooperation. In my view, this is a logical continuation of the cross-years of cooperation in science, technology, and innovation, the results of which we will summarize at the 18th Pujiang Innovation Forum.”

Scientific and Technological Cooperation: From Agreements to Real Projects

According to Nikolai Snopkov, the active Belarus-China dialogue has resulted in the signing of numerous cooperation agreements between scientific organizations. These agreements are not merely formalities but serve as the foundation for tangible, mutually beneficial projects.

 He emphasized that a vivid example is the agreement on the establishment of a joint venture in the Republic of Belarus for the production of rapid test systems. “This is not only a contribution to the development of Belarus' biotechnology industry but also a demonstration of readiness for the joint implementation of advanced innovations,” Nikolai Snopkov said.

He cited another significant step: an agreement signed by the Academy of Communications with Chinese partners. As part of the cooperation in telecommunications technology training, a training center has already been established and is operational at the Academy of Communications. According to Nikolai Snopkov, this opens new horizons for training highly qualified specialists capable of working with the most advanced technologies.

A total of 16 agreements have been signed, highlighting the broad scope of scientific and technological partnership.

Innovation on the world stage. Exhibitions and internships

“The active participation of Belarusian and Chinese scientists and engineers in international exhibitions is also an important component of cooperation. The collective sections of scientific and technological developments presented at major forums such as the China International Import Expo in Shanghai, the China High-Tech Fair in Shenzhen, and the 18th Pujiang Innovation Forum allow both countries to demonstrate their achievements on the global stage,” the first deputy prime minister said.

He emphasized that an equally important part of scientific and technical exchange is mutual internships. They not only facilitate the exchange of knowledge and experience but also forge strong personal connections between specialists. A prime example is the internship of specialists from the Minsk Scientific and Practical Center for Surgery, Transplantology, and Hematology at a medical center in China. This represents the direct implementation of advanced medical technologies, which is of great importance for healthcare.

Other examples include the training of Chinese master's students at educational institutions of the Republic of Belarus, as well as the development of plans for internships for Belarusian geologists in China. The supplementary agreement on the implementation of student exchange and academic mobility under the Philological Education program, signed between Maksim Tank Belarusian State Pedagogical University and Northwest Normal University, testifies to the development of partnership in the humanitarian sector as well.

Platforms for innovation. Creating new centers of attraction

Nikolai Snopkov emphasized that an important step was the creation of the joint Intelligent Sensing laboratory. This laboratory is designed to unite the efforts of scientists to solve current challenges in the field of modern technologies.

Another landmark event is the establishment of the project office of the SCO Member States Technology Transfer Center. This office is intended to serve as a bridge for the transfer and implementation of advanced technologies, promoting their commercialization and accelerated development.

Furthermore, a joint China-Belarus Center for Geological Science Cooperation has been set up. A branch of the National Academy of Sciences of Belarus in China has also been opened. Work is underway to establish a China-Belarus Joint Laboratory for the Efficient Use of Agricultural and Environmental Resources and the Improvement of Agricultural Land Quality.

Cooperation in research projects

Nikolai Snopkov drew attention to the fact that, following a joint competition held by the State Committee on Science and Technology of Belarus and the Ministry of Science and Technology of China, 20 scientific and technical projects are being implemented (implementation period: 2024-2026) in such important areas as ICT, biotechnology and medicine, mechanical engineering, and new materials. It is very important that the implementation of three flagship scientific and technical projects has begun.

Following a competition by the Belarusian Republican Foundation for Fundamental Research (BRFFI) and the National Natural Science Foundation of China, 24 scientific projects are being implemented (implementation period until 2026) in the fields of physics, mathematics and computer science, technical sciences, chemistry and earth sciences, medical and pharmaceutical sciences, and agricultural and biological sciences.

Belarus - guest of honor at the Pujiang Innovation Forum

On 20-22 September, Shanghai becomes a center of attraction for the global innovation community, hosting the 18th Pujiang Innovation Forum. This landmark event, one of the leading forums in the People's Republic of China, will bring together under the motto “Gathering Innovation, Shaping the Future” politicians, scientists, and business representatives to discuss key issues of entrepreneurship, finance, development of scientific potential, culture, international innovation trends, and prospects for economic and industrial technology development. It is expected that over 65,000 people from different countries will participate in more than 20 large-scale events within the forum.

“It is a great honor for Belarus to be the guest of honor,” Nikolai Snopkov noted. “It is both an acknowledgment of the high level of Belarusian developments and a testament to the strategic significance of Belarus-China cooperation. This is directly confirmed by the Joint Communiqué of the Governments of Belarus and China of 22 August 2024, which declared 2024-2025 as the Belarus-China Years of Science, Technology, and Innovation Cooperation. The action plan for their implementation, signed under this communiqué, is being actively carried out, and the 18th Pujiang Innovation Forum will serve as the platform for the official closing ceremony of these significant years.”

Large-scale events dedicated to Belarusian-Chinese partnership will unfold on the sidelines of the forum: the China-Belarus Cooperation Forum, the Belarus-China Conference on the Science, Technology and Innovation Ties Development, and the China-Belarus Gala Evening will take place. Belarus’ participation will center on the National Exposition, featuring two key sections: Developments of Belarusian Organizations and Achievements of Chinese-Belarusian Science and Technology Cooperation.

The first exposition showcases 50 advanced developments by residents of technoparks, the Belarusian Ministry of Public Health, the China-Belarus Great Stone Industrial Park, and organizations of the National Academy of Sciences of Belarus. The Innovative Technology in Agriculture and Food Industry section features such unique solutions as agricultural drones and gyrocopters, a cloud system for automating agricultural work, and an autonomous navigation system created with Chinese hardware and Belarusian software.

The Medicine and Biotechnology section will present developments, including anti-tumor agents, and innovative solutions in orthopedics.

In the Digital Technologies and Artificial Intelligence section features a hardware-software mobile system that can automatically read and authenticate documents, fingerprints, and recognize text and RFID microchips. Belarus’ industrial potential will be showcased in the Innovative Technology in Industry section, which features samples and presentations in metallurgy, mechanical engineering, instrument manufacturing, new and composite materials.

The second section of the exposition, Achievements of Chinese-Belarusian Science and Technology Cooperation, clearly demonstrates the fruits of joint work. A special place will be devoted to the initiative Building a Platform – Creating a Solid Foundation Together with its 13 projects.

Belarus’ participation in the 18th Pujiang Innovation Forum as the guest of honor, and the successful implementation of the plan for the Years of Science, Technology, and Innovation Cooperation, underscore the strategic nature of Belarusian-Chinese relations. Belarus demonstrates its readiness for an active exchange of advanced developments, attracting investments, and creating joint high-tech productions, strengthening its position on the world stage as a country with powerful scientific potential and an innovative vision for the future, Nikolai Snopkov concluded.
