MINSK, 17 October (BelTA) – Chiefs of the intelligence agencies of the member states of the Commonwealth of Independent States have signed a memorandum on the need to expand cooperation, representatives of the CIS Executive Committee told BelTA.
The 21st session of the Conference of the Heads of Security Agencies and Intelligence Agencies of the CIS member states on intelligence activities took place in Samarkand, Uzbekistan on 17 October. The event gathered delegations of the security agencies and intelligence agencies of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, and Uzbekistan.
The meeting reviewed results of interaction over the past year and discussed topical matters of coordination of efforts by the special services in countering international destructive forces intent on undermining domestic political stability in the Commonwealth states. In his speech Sergey Naryshkin, Director of Russia’s Foreign Intelligence Service, gave a detailed assessment of the current global situation, emphasizing the challenges and opportunities for CIS countries amid the transforming world order. He also noted that every partner agency has unique experience in countering external and internal threats, and sharing this experience makes the Commonwealth countries more stable and stronger.
Participants of the Conference of the Heads of Security Agencies and Intelligence Agencies of the CIS countries on intelligence activities reviewed items on the session’s agenda and noted the increasing activity of external forces aimed at stimulating destructive processes in the Commonwealth and destroying traditional diverse partnerships between CIS member countries. At the same time there are signs of attempts by non-regional players to destabilize the situation in a number of Commonwealth states. The session emphasized the efforts to hinder the deepening of integration processes within the framework of the CIS and to discredit the role of the Commonwealth in ensuring regional stability and security.
The lingering threat posed by various non-governmental organizations receiving external support was mentioned. The active involvement of terrorist groups and extremist structures by non-regional players to achieve their goals poses an additional danger. In these circumstances participants of the Conference call for stepping up joint efforts to counter external threats to the Commonwealth states and intensifying the work of the partnership mechanism in various areas of cooperation in order to ensure the security and protection of the national interests of the CIS countries.
The heads of the delegations of the security agencies spoke in favor of continuing the dialogue on security matters in the interests of stable and progressive development of the CIS countries. As a result of the event, a memorandum was signed confirming the need to further improve the existing mechanism of interaction and expand the forms and areas of cooperation in protecting state interests and ensuring the security of the CIS countries from external negative influences.
