Lukashenko wants regional empowerment, less red tape

MINSK, 10 March (BelTA) - When appointing the prime minister and the new head of the National Bank, Belarusian President Aleksandr Lukashenko touched on the need to make decisions on a number of issues independently rather than to submit them to the head of state, BelTA learned.

“You want more leeway in terms of construction projects. I agree with this. Let the governors and the mayor of Minsk make decisions. If necessary, they will consult with the prime minister and make a decision. There is no need to consult with me every time. Vasily Gerasimov [Chairman of the State Control Committee} will check what decisions are made,” the president said. “I say this because I often sign these documents automatically. I see what proposals are made and sign them. But why this formalism? Let the governors make these decisions. But the issues of land, land allotment shall remain within the purview of the president. You understand this.”

Aleksandr Lukashenko is sure that such an approach will contribute to the “less bureaucracy commitment.”

As BelTA reported, on 4 March when announcing new appointments the president ordered to prepare a draft decree that will enable governors to make decisions on design, construction, etc on their own, without consulting with the president. “If it is really necessary, they will coordinate with deputy prime ministers, since we have upgraded their status. So you will coordinate with them, and we will oversee these matters, except for land allocation, because land is sacred and these matters will remain within the purview of the president for now. And let them make decisions on everything else,” Aleksandr Lukashenko said.
