MINSK, 18 March (BelTA) – The Russian parliament has finalized the ratification of an agreement with Belarus on the mutual enforcement of court rulings. The State Duma passed the law on 17 March, followed by approval from the upper chamber, the Federation Council, on 18 March, BelTA has learned.
The agreement was signed in Moscow on 18 December 2024. It will apply to court rulings issued in civil and criminal cases concerning civil claims. Such rulings must entail the debtor’s obligation to pay funds to the claimant, including the collection of state fees, other court costs, and procedural expenses.
“Judicial rulings issued by the competent courts of one party do not require a special recognition procedure. They shall be enforced on the territory of the other party in the same manner as judicial rulings issued on the territory of that other party, on the basis of writs of execution from the competent courts of the party where the original rulings were made, taking into account the provisions of this agreement,” the document states.
When presenting the document for ratification in the upper house, Aleksei Kondratyev, a member of the Federation Council Committee on International Affairs, explained that court decisions will now not require a special recognition procedure and will be enforced on the territories of both parties as national judicial rulings.
“This is a good new step in strengthening the foundation of the Union State [of Belarus and Russia],” Federation Council Speaker Valentina Matviyenko said.
The Belarusian side completed the ratification procedures for this agreement in mid-2025.
