MINSK, 7 May (BelTA) – A bill to amend the Law On Population Census of the Republic of Belarus passed the first reading in the Belarusian Parliament on 7 May, BelTA has learned.
The bill contains many changes that will affect the entire society, Aleksandra Mikheyenko, Deputy Chairperson of the Standing Commission on Budget and Finance of the House of Representatives, noted in a comment to journalists. “The main change is lowering the age of respondents who can participate in the census down to 15 years. This is due to many factors,” Aleksandra Mikheyenko said. In particular, she pointed out that many young people study in colleges and other educational institutions, and they are already quite mature individuals. Therefore, during the next population census in 2029, they will have the opportunity to participate independently.
The bill clarifies the competencies of local authorities and other state organizations that will participate in organizing and conducting the population census. There are also proposals that will be considered as the bill is prepared for the second reading. “I think that the bill will be refined for the second reading and to be more adapted for those whom it concerns,” the MP noted.
The bill is aimed at improving the provisions of the Law On Population Census, optimizing the process of organizing and conducting population censuses taking into account the practice of its application, international standards and recommendations in the field of population census and bringing it into compliance with certain legislative acts.
The amendments will eliminate gaps in the legal regulation of public relations and problems that arise during the organization and conduct of the population census. It is expected that this will help define the institutional foundations of the population census, increase the efficiency of collecting primary statistical data, and improve the quality of official statistical information.
Furthermore, the bill is expected to expand the use of administrative data and other information available in state bodies and other organizations when organizing and conducting the population census, as well as when generating official statistical information on the demographic and social and economic situation of the population of Belarus.
