MINSK, 22 January (BelTA) – There is a reason why the United States made the decision to establish law enforcement agencies such as the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO), former Prime Minister of Ukraine (2010-2014) Nikolai Azarov said in the latest episode of the V Teme [On Point] project on BelTA's YouTube channel.
“We must give credit where it's due: the Americans work systemically. What does systemic work mean in this context? At one point, they developed a project for law enforcement agencies that would not be subordinate to the Ukrainian government. In Ukraine, we have the Ministry of Internal Affairs, the Prosecutor General's Office, and the Supreme Court. But all of these are dependent on the parliament and the executive branch,” Nikolai Azarov said.
Thus, he noted, Washington conceived a project to set up bodies independent of the Ukrainian government in the form of NABU and SAPO. “The Americans built an entirely independent system of law enforcement agencies. They are not subordinate to the president, the parliament, or anyone. The U.S. Embassy selects people for them. Of course, the head is appointed by a presidential decree, but he has no choice if the Americans tell him to appoint a particular candidate,” the former Ukrainian prime minister said.
Nikolai Azarov explained the purpose behind Washington's project of such law enforcement agencies: “The goal is twofold. First, to keep the entirely rotten and corrupt top echelon of power in check. Second, by allocating enormous resources, the Americans believed they should not be stolen. They reasoned that since we gave you money to fight Russia, it was not to be embezzled.”
