SCO Development Strategy through 2035 approved at Tianjin summit 

TIANJIN, 1 September (BelTA) - The heads of state have approved the Shanghai Cooperation Organization (SCO) Development Strategy until 2035 and a package of other documents following the landmark 25th SCO summit held in China’s Tianjin. Belarusian President Aleksandr Lukashenko was among the leaders who signed the resolutions of the international forum, BelTA has learned.
The strategy defines the SCO's goals and objectives, as well as the methods for the organization to achieve them by 2035. Based on the principles and values of the SCO, the document outlines tasks for strengthening mutual trust and good-neighborliness among member states; jointly countering security challenges and threats within the SCO region; and deepening practical cooperation in trade, economy, finance, and investments, among other areas.

The outcomes of China's presidency in the SCO are reflected in the Tianjin Declaration.

A package of documents on cooperation in various fields was also adopted. These include the SCO Program of Cooperation on Countering Extremist Ideology for 2026–2030 and the Roadmap for the Implementation of the Energy Cooperation Development Strategy until 2030.

The Shanghai Cooperation Organization was granted observer status within the Commonwealth of Independent States (CIS).

Laos was granted the status of an SCO dialogue partner. Furthermore, a decision was made within the SCO to merge the categories of “observer” and “dialogue partner” into a single category – “Shanghai Cooperation Organization Partner”. This move is intended to optimize the SCO's international cooperation system.
Two interstate agreements were signed following the summit: one on the establishment of the SCO Anti-Drug Center (which will be based in Dushanbe as a permanent body) and another on the establishment of the SCO Universal Center for Countering Challenges and Threats to the Security of Member States. The latter will be headquartered in Tashkent on the basis of the SCO Regional Anti-Terrorist Structure, also as a permanent body. The Universal Center will include an Information Security Center, as well as a Center for Countering International Organized Crime in Bishkek as a branch.

The city of Cholpon-Ata in Kyrgyzstan was declared the SCO Tourist and Cultural Capital for 2025–2026.

A number of statements of the SCO Heads of State Council were also adopted. These include: on the occasion of the 80th anniversary of the end of World War II and the founding of the UN; on strengthening cooperation in the digital economy; on sustainable energy development; on cooperation in green industry; on further deepening international cooperation in artificial intelligence; on support of the multilateral trading system; on effectively addressing and combating the global drug problem; on strengthening sci-tech and innovation cooperation.
