MINSK, 24 June (BelTA) – The model of the Belarusian state based on the Constitution is effective and sustainable, Chairman of Belarus' Constitutional Court Piotr Miklashevich told reporters on 24 June, BelTA has learned.
"The past period has shown that the model of the Belarusian state based on the Constitution is effective and sustainable. Today we need to preserve the existing constitutional provisions regarding the foundations of the constitutional order and to develop and strengthen the Republic of Belarus as a sovereign and independent state on this basis," Piotr Miklashevich said.
However, some constitutional provisions should be clarified and supplemented. "First, taking into account the current challenges and threats, we need to clarify the provisions related to Belarus' desire for neutrality. Therefore, the relevant article of the Constitution should set out that the Republic of Belarus seeks to be a neutral state, but will resort to collective defense as a means to protect the sovereignty, territorial integrity and independence of our state. We also need to formalize, at the constitutional level, that no military threat will come or military aggression will be carried out against another state from the territory of Belarus," the chairman of the Constitutional Court said.
"Second, the country has built a nuclear power plant and, accordingly, we need to clarify the provision on the nuclear-free territory of Belarus and indicate, at the constitutional level, that the Republic of Belarus uses nuclear energy for peaceful purposes, guarantees the safety of the production and use of nuclear energy. Third, in order to strengthen the supreme role of the Constitution in the foundations of the constitutional order, it is necessary to state that the Constitution of Belarus has the highest legal force, has direct effect throughout the country. Laws, other legal acts should be issued on the basis of the Constitution and in accordance with it," Piotr Miklashevich added.
The seventh meeting of the Constitutional Commission is taking place on 24 June. The meeting is to discuss changes to the preamble of the Constitution of the Republic of Belarus and constitutional provisions on the foundations of the constitutional system.
