MINSK, 16 September (BelTA) - The unconditional priority of legislative activity is ensuring the independence and defense capability of the state, Chairman of the House of Representatives Igor Sergeyenko said as he opened the third session of the House of Representatives of the National Assembly of the Republic of Belarus of the eighth convocation in Minsk on 16 September, BelTA has learned.
“The absolute priority of legislative activity is ensuring the independence and defense capability of the state,” Igor Sergeyenko said.
Belarus has always been a donor of regional security. Belarus does not need war. This is evidenced by the peaceful foreign policy of the country, the approved Concept of National Security and the Military Doctrine, which are purely defensive in nature.

“At the same time, we see what is happening on the Belarusian borders and in the European region as a whole. A large-scale process of militarization is underway, and our immediate neighbors – Poland and the Baltic states – are purposefully turning into NATO’s foothold. All this creates direct military threats both for Belarus and for the Union State,” Igor Sergeyenko said.
According to him, close military-technical cooperation with the Russian Federation guarantees the balance of power in the region. Belarus will continue consistent work to strengthen the Armed Forces and the security sector as a whole.
On the agenda of the current session is the consideration of bills on military and border security. Adjustments will be made to the Criminal and Administrative Codes regarding the use of civilian unmanned aerial vehicles (drones).
"The country’s national security is closely intertwined with the protection of its economic and technological sovereignty. as the head of state says if we don't want to go to war we must have a strong economy,” the chairman of the House of Representatives emphasized.
The futility of attempts to split Belarusian society and isolate the country on the international stage was also noted. Evidence of this is Belarus' full participation in the recent SCO summit and the acquisition of partner status in BRICS. The fact that Belarus is included, on equal footing with such global players and leading economies of the world as Russia, China, India, and Türkiye, in the process of shaping a new world order proves the correctness of the chosen path.

“But various threats have not disappeared. The struggle for influence, resources, and minds is becoming increasingly tough and unpredictable. We continue to fight for peace, stability, and people's confidence in the future. It is this thesis of the head of state that defines the legislative and international plans of the House of Representatives for the upcoming period and the specifics of our work in the constituencies,” he said.

A bill on the activities of emergency response agencies and units has been prepared. It has, by the way, been prepared using the package principle, where the necessary by-laws are drafted in parallel with the bill itself.
According to Igor Sergeyenko, this approach allows for a comprehensive assessment of planned legislative innovations and helps to identify conflicts and gaps in law enforcement in a timely manner.
