MINSK, 9 January (BelTA) - One of the features of the 2025 budget will be the expansion of powers of local authorities of the basic territorial level, Belarusian Finance Minister Yuri Seliverstov said in an interview with the Economy of Belarus Magazine.
“There is a possibility to allocate the accumulated balances of district budgets without coordination with oblast executive committees, if there are no overdue accounts payable on payments to the higher budget and on the debt obligations assumed by the region at the beginning of the fiscal year,” the minister said. “Apart from that, a norm has been introduced that obliges the government to plan the volume of subsidies to the regions at a level not lower than in 2025 when drafting the national budget for 2026.”
Similar approaches should be implemented by regional councils of deputies when approving subsidies transferred to the budgets of the basic level. According to the finance minister, this will make it possible to maintain the level of support for the regions regardless of their own revenues.
