Governor reports on progress of development program for southeastern Mogilev Oblast

KRASNOPOLYE DISTRICT, 14 April (BelTA) -  During a meeting with the head of state, Mogilev Oblast Governor Anatoly Isachenko reported on the results of social and economic development of the southeastern part of Mogilev Oblast for 2020-2025, BelTA has learned.

Decrees on the comprehensive social and economic development of the southeastern part of Mogilev Oblast, covering Krichev District, Klimovichi District, Krasnopolye District, Kostyukovichi District, Slavgorod District, Cherikov District and Khotimsk District, were adopted in 2015 and 2020.

According to Anatoly Isachenko, the current program included measures to develop both the social and production areas. In total, the program consisted of 164 measures, of which 139 were completed. Six measures are still in progress, while the remaining 19 were not implemented.

The governor emphasized that the development of the region required addressing two key tasks: creating favorable living conditions for residents and strengthening economic potential.

“It has always been the ideological approach: first create conditions for citizens, and then the economy. Guys, that is not how it works. We have spoiled our people like that,” Aleksandr Lukashenko stated. “If there is an economy, the citizens will live normally. So, the economy and production come first. And we have a very strong dependency mentality.”
According to Anatoly Isachenko, the implementation of the program has led to a positive trend in the development of the social area. To meet staffing needs in the region’s organizations, systematic work is being carried out to increase the number of students in local colleges. Over five years, this figure has grown by 20%.

“In total, more than Br3 billion of fixed-capital investment have been directed toward the development of the region’s economy and social area over the past 10 years. This is 1.4 times higher than in 2015,” the governor stressed. He added that targets for revenue and wage growth had also been met.
There was an increase in the level of budget subsidization: the figure rose by 1.9% compared to 2015. According to Anatoly Isachenko, this is due to the construction of social facilities in the region. In addition, a positive trend emerged in 2025: the growth rate of the southeastern region’s own budget revenues exceeded the growth of expenditures.

“Over the past three years, we have seen a trend of increasing agricultural output. Gross grain and legume harvests have grown by 41%, oilseed production by 40%, and livestock output by 15%,” the governor noted.

Speaking about the implementation of the decree and the program, he stressed that they had produced positive results despite certain problems and shortcomings. Population outflow from the region has slowed, birth-rate indicators have shown positive momentum, hundreds of small commercial enterprises have been created, and real wages, industrial output, and service exports have increased.

The Mogilev Oblast executive committee has drafted and agreed with the relevant ministries a new decree that provides for updating the preferential regime and approving a new socio-economic development program for the southeastern part of Mogilev Oblast. The head of state instructed to revise the document taking into account the discussion and submitted it to him promptly. He also emphasized the need to involve the chairpersons of the seven districts concerned in preparing the draft decree.
