Call to avoid parochialism in Union State Treaty

MINSK, 21 November (BelTA) – We need to avoid parochialism in the Union State Treaty, Chairman of the House of Representatives of the National Assembly of Belarus Vladimir Andreichenko said as he opened a session of the Parliamentary Assembly of the Belarus-Russia Union State in St Petersburg on 21 November, BelTA learned from the press service of the House of Representatives.

In December Belarus and Russia will mark the 20th anniversary of the Union State Treaty. “Moving towards the parameters set out in the treaty, we should see the union-wide perspective rather than pursue solely national interests and develop a truly economic union,” said Vladimir Andreichenko.

According to the speaker, the role of the Union State MPs is increasing in this regard. “We need to raise the bar of parliamentary control. The dialogue with heads of government bodies, business representatives, especially the executing agencies of the Union State programs, should bring results,” he said.

“The Parliamentary Assembly should monitor the development of new documents to check whether they comply with the international obligations of Belarus and Russia. In general, we need to exclude the very practice of adopting contradictory documents,” Vladimir Andreichenko said.

The speaker stated that many problems, even the long-term ones, can be settled if there is will and necessary efforts. “In a relatively short period of time, we have increased the efficiency of Union State budget spending, made progress in addressing the issues related to the Union State property and almost approached the solution of a number of other problems. Now it is important that the projects keep the momentum. Perhaps, the Parliamentary Assembly will need to reconsider approaches to budget planning in the near future,” said the chairman of the House of Representatives. The same is true about other plans, including the coordination of actions in the international arena, Vladimir Andreichenko added.

The Union State creates the models of interaction which are then successfully implemented in other integration organizations, in particular in the Eurasian Economic Union. The speaker recalled that on 1 January 2020 Belarus takes over the presidency in the EAEU. In February, Belarus will take up the post of chairman of the board of the Eurasian Economic Commission for four years. “Belarus is very responsible about this mission. The priorities of our presidency to promote integration in the EAEU will be consonant with Russia's initiatives,” he said.
