EAEU set to expand single construction market

MOSCOW, 22 December (BelTA) - The Supreme Eurasian Economic Council at its meeting in St. Petersburg on 21 December approved four liberalization plans covering 14 service sectors in construction project management. These roadmaps define a phased transition of general contracting and general design works to the principles of a single services market, BelTA learned from the press service of the Eurasian Economic Commission (EEC).

“Once the roadmaps are implemented, the single market rules for services will extend to the construction of all types of buildings - industrial, commercial, agricultural, and residential - as well as to the building of highways, railways, and energy, infrastructure, energy and manufacturing facilities. This will let construction companies from the countries of the Eurasian Economic Union to operate throughout the entire EAEU area without the need to establish additional legal entities, with the recognition of permits and qualification documents obtained in their country of registration,” the EEC explained.

To date, over 140 sectors have already been transferred to the single market regime, including certain design, engineering, trade, agricultural, and tourism services. Simultaneously, work is underway to expand the list of the single services market within 117 priority areas, which include consulting, rental and repair services, veterinary services, and others.

“The decision marks an important step toward deeper integration within a sector vital to our economies: construction. This is not only about future simplification of business conditions but also about creating prerequisites for increased business activity. The convergence of approaches to regulating the construction sector will reduce costs and, consequently, optimize project implementation costs. The construction sector receives a new impetus for development across the entire Eurasian space,” EEC Board Member (Minister) for Economy and Financial Policy Bakyt Sultanov commented.
