Over 1,000 proposals ready to simplify business requirements in Belarus

MINSK, 23 March (BelTA) – The business community has prepared over 1,000 proposals with a view to creating a document meant to improve auditing practices and get rid of the excessive requirements that Belarusian private businesses face, BelTA learned from Viktor Margelov, Co-Chairman of the Republican Confederation of Entrepreneurship.

According to the source, the Belarusian business community has prepared over 500 pages, with each of them containing two or three well-explained proposals. The working groups in charge of every branch of the national economy have forwarded the proposals to the Belarus President Administration for the sake of including them into a common document on simplifying business requirements. The expert noted that government agencies had played a huge role in this work by submitting multiple serious proposals.

“There are plans to prepare a draft presidential decree that will address all the main issues raised by the private sector and initiated by government agencies. The document itself will contain proposals on specific branches of the national economy. Once the document is put together, members of the working group are expected to gather up in order to give the final polish to the proposals,” said Viktor Margelov.

Apart from that, the draft presidential decree is expected to contain instructions for civil servants, who will have to act within a three-month period in accordance with the principles the document stipulates. “Administrative procedures will be reduced and simplified once again. A government resolution will be issued to legislate them,” he added.

According to the Co-Chairman of the Republican Confederation of Entrepreneurship, roughly the same scheme will be used to enact licensing changes. The establishment of a universal licensing agency is being discussed following the relevant proposal submitted by the private sector. Apart from that, the draft presidential decree may contain instructions to revise all aspects of the licensing process so that the next document could authorize changes in the process.

Viktor Margelov also remarked that another separate document was being prepared to amend presidential decree No.510 “On improving control (auditing) activities in the Republic of Belarus”.
