Kirill Zalessky
MINSK, 19 December (BelTA) – The strategic course to build a digital state is enshrined within the national social and economic development program, Minister of Communications and Informatization Kirill Zalessky said at the second session of the 7th Belarusian People’s Congress on 19 December, BelTA has learned.
The minister noted that digitalization is now deeply integrated into daily life. “We pay utility bills, purchase tickets, arrange insurance, and even secure loans online. Digitalization extends beyond the economy into the realm of security. For instance, the 60,000 cameras and special algorithms of the national public safety monitoring system, established in the last five years, enable the rapid, often within minutes, resolution of crimes,” he stated.
Kirill Zalessky noted that the draft program defines the next phase as a commitment to establishing a digital state. “As an example, a centralized healthcare information system is currently being introduced,” he added.
Outlining the benefits for the sector, the minister explained: “People will no longer need to carry folders of test results. Doctors will have immediate access to a patient’s full medical history and examination data within the system, and for complex cases, they can consult remotely with top specialists from leading clinics. The integration of artificial intelligence into electronic health records will assist physicians by suggesting the most accurate and optimal treatment pathways.”
The head of state also places particular importance on this digital transformation. “We frequently discuss IT and innovation, and you may have noted the recent appointment of the new Minister of Communications and Informatization, Kirill Zalessky. He comes from the Hi-Tech Park, and our objective is for the state not to lag behind these advancements but to intensify its efforts in this sphere,” emphasized Aleksandr Lukashenko.
The second session of the 7th Belarusian People’s Congress is being held in Minsk on 18-19 December. On the first day, the president delivered his Address to the Belarusian People and Parliament. The review of the social and economic development program of Belarus for 2026-2030 is scheduled for the second day.
