Russia ratifies agreement on international road transport with Belarus

MOSCOW, 27 March (BelTA) - Russia has completed the ratification of the Belarusian-Russian intergovernmental agreement on international road transport, BelTA learned.

On 27 March the Federation Council, Russia’s upper house of the parliament, approved the law following its ratification by the State Duma of Russia on 25 March. Belarus completed the ratification procedures on the document on 6 January 2024.

The agreement regulates passenger and freight transport across the territories of Belarus and Russia by Belarusian and Russian business entities. The agreement shall apply to the carriage of goods and passengers by road between the territories of the parties, in transit through their territories and to/from third countries and to cabotage road transport of goods.

"The agreement specifies the cases when passenger, freight and transit can be transported without special permits. It stipulates that such transportation may only be conducted by carriers authorized to engage in international road transport in accordance with the legislation of their own country," Member of the Federation Council Committee on Foreign Affairs Natalia Nikonorova stated.

"The agreement aims to improve the legal framework governing Belarusian-Russian cooperation in international road transport, which creates favorable conditions for carriers from both countries," she emphasized.

The document envisages the gradual elimination of the permit system for freight transport to/from third countries. The agreement outlines that the liberalization of such transport will be implemented in five stages. The process will be fully completed by 2030.
