In his recent decision to pardon 14 convicts, Belarusian President Aleksandr Lukashenko was guided by the humanitarian aspect and the intention to establish good-neighborly relations between the countries, Chairman of the State Security Committee of Belarus (KGB) Ivan Tertel told the media.
