Belarus' Sports Ministry suggests equal support for sports clubs and regions

MINSK, 4 April (BelTA) – The Sports and Tourism Ministry suggests introducing equal terms of support for sports clubs and regions, Sports and Tourism Minister Sergei Kovalchuk said at a meeting with President Aleksandr Lukashenko on 4 April, BelTA has learned.

“The following scheme is proposed and I would like to outline its general principles. Everything should be fair, understandable and controllable. We suggest equal terms for clubs and regions and efficient use of every kopek,” the minister said.

At the meeting, Sergei Kovalchuk reported on the utilization of funds and put forward proposals to increase the efficiency of spending. He remarked that the current setup does not produce the desired results. For example, the minister pointed to different financial situations of enterprises that provide support to sports clubs, which results in uneven distribution of funds and significant differences in players' salaries. The amount of funding often does not correlate with the clubs' performance. “The salary does not depend on results, but on sponsors,” he noted.

The proposals voiced by Sergei Kovalchuk concern the distribution of tax benefits and subsidies and funds received from state organizations. He also suggested improving the remuneration system in clubs, creating a common team prize fund and enabling clubs and federations to earn their own money, including through entrepreneurial activity. It is proposed to retain the obligation of clubs to channel part of their income into children's and youth sports, with the exception of money received in the form of subsidies.
