High-level workgroup looks into CIS mutual trade obstacles

MINSK, 29 August (BelTA) – The tenth meeting of the high-level working group for the analysis of obstacles in mutual trade of the CIS member states was held at the CIS Executive Committee Office in Moscow. The online meeting was chaired by CIS Deputy Secretary General Ilkhom Nematov, BelTA learned from the Economic Cooperation Department of the CIS Executive Committee.

The meeting was attended by representatives of Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, members of the CIS Commission on Economic Issues under the CIS Economic Council, the Eurasian Economic Commission, and employees of the CIS Executive Committee.

The meeting was held in accordance with the decision of the CIS Commission on Economic Issues under the CIS Economic Council of 25 June 2025 and gathered deputy ministers (heads) of relevant ministries and agencies with the aim to find mutually acceptable solutions to problematic issues in mutual trade. The results of the meeting will be presented to the members of the CIS Economic Council at its meeting in Dushanbe, Tajikistan on 5 September.

The agenda of the tenth working group meeting included three items: on the application of export duties by the Russian Federation on certain types of food and raw materials, on the accession of the Republic of Uzbekistan to the Agreement on Rules for Determining the Country of Origin of Goods in the CIS of 20 November 2009, and on the application of excise taxes on carpets, carpet products and floor coverings in the Republic of Tajikistan.

Opening the meeting, Ilkhom Nematov emphasized the importance of the group’s work, which is reflected in the results of its activities. “Following the meetings, 35 out of 42 complaints have been resolved, and 4 were considered at the meeting of the CIS Heads of Government Council on 12 December 2024,” he noted.

The discussion of the issues proceeded in a constructive manner, and following the discussion, relevant decisions were made. Regarding the application of export duties by the Russian Federation, the parties agreed to hold bilateral consultations between Uzbekistan and Russia to determine formats for resolving the issue. On the matter of the timeline for Uzbekistan’s accession to the Agreement on Rules for Determining the Country of Origin of Goods in the CIS of 20 November 2009, the Uzbek side informed about the progress of the necessary procedures for joining the agreement.

Regarding the claim by Belarus and Uzbekistan against Tajikistan on the introduction of excise duties on carpets, carpet products and floor coverings imported by the Republic of Belarus and the Republic of Uzbekistan, the parties agreed on the possibility of resolving it on a bilateral basis.

In this regard, the CIS Executive Committee proposed that the parties consider the possibility of organizing bilateral meetings on this issue on the sidelines of the CIS Economic Council meeting on 5 September 2025 with the participation of the vice-premiers of the states.

The next meeting of the working group is scheduled for December 2025.
