MINSK, 6 December (BelTA) – Belarus and Russia have identified mechanisms to ensure security of the Union State of Belarus and Russia, BelTA learned from State Secretary of the Security Council of Belarus Aleksandr Volfovich.
Aleksandr Volfovich pointed out that the situation around Belarus and Russia has changed dramatically and unfortunately, the security trends are disappointing. "First of all, this is the fault of the United States and the collective West. It is extremely inconvenient for them to have nearby such a strong, independent, sovereign integration structure as the Union State of Russia and Belarus. Therefore, they seek to disintegrate our union," he stressed.
The parties have prepared the Concept of Security of the Union State. The document outlines the strategic interests of the Union State, the current situation and mechanisms to ensure security. The document was developed by a working group, which included not only representatives of the defense, security, and law enforcement agencies of both countries, but also leading scientists and experts. "We have done comprehensive work. In my opinion, the document has turned out to be unique. It absolutely differs from the previous document in terms of structure and content. It meets the current realities," Aleksandr Volfovich said.
When asked whether the concept specifies an algorithm for using tactical nuclear weapons deployed in Belarus, Aleksandr Volfovich replied in the negative: "It outlines the strategic interests of the Union State, the situation in which the Union State operates, the priority areas of its development and the mechanisms to ensure security," he explained. "In other words, we have identified the risks that may turn into challenges and threats to our states and, accordingly, the mechanisms to counter these challenges and threats. This document is not aimed at prescribing the procedure for using tactical nuclear weapons. This is one of the matters of strategic deterrence."

According to him, the Security Concept of the Union State is based primarily on the Constitutions of Russia and Belarus, the National Security Concept of Belarus, which was approved at the Belarusian People’s Congress a short while ago, the National Security Strategy of Russia, and the Military Doctrine of the Union State. "The Security Concept of the Union State reflects all the provisions of these conceptual strategic documents," Aleksandr Volfovich stated.
