According to the press service of the Parliamentary Assembly, the MPs noted that effective monitoring has been established over the migration situation on the territory of the Union State, and coordinated approaches are being implemented in matters of social and cultural adaptation of citizens of third countries and stateless persons.
When drafting the action plan to implement the Union State's migration policy concept for 2027–2031, the MPs recommended that the relevant ministries of Belarus and Russia incorporate up-to-date approaches to regulating migration processes, taking into account the contemporary realities and challenges facing the Union State. “In the MPs’ view, the document should be based on a modern, flexible, and effective model of coordinated policy, capable of transforming migration into a sustainable resource for economic growth in both countries. The MPs suggest a particular emphasis on increasing the level of legal migration, which requires reliable protection of the rights and legitimate interests of migrants and their family members, as well as creating conditions for the realization of their labor potential,” the press service emphasized.
The MPs also identified as priority tasks the work on regulatory formalization of unified standards for the use of digital technologies, biometrics, and artificial intelligence tools, which open up new opportunities for regulating transnational migration flows. In addition, the draft plan should include mechanisms for rapid response to changes in the migration situation. “This is necessary to avoid the social isolation of migrants, the formation of ethnic enclaves, and the risks of eroding the traditional spiritual values that form the foundation of unity between the peoples of Belarus and Russia,” the press service of the Parliamentary Assembly noted.
