Belarus' MPs to discuss 18 bills, presidential decree at autumn session

MINSK, 29 July (BelTA) – A total of 18 bills and a presidential decree have been proposed for consideration at the autumn session of the parliament, Chairman of the House of Representatives Vladimir Andreichenko said at a meeting of the Council of the House of Representatives, BelTA has learned.

“To date, it has been proposed to include 19 issues to the agenda of the autumn session: 18 bills and a presidential decree. The vast majority of them are to be debated in the second reading. Therefore, all these bills should be thoroughly worked through in collaboration with the interested parties in the coming months,” Vladimir Andreichenko said.

According to him, the Commission on Education, Culture and Science needs to intensify its work on the new draft Education Code. It must necessarily reflect the groundwork laid down during the parliamentary hearings and the issues that will be raised at the National Pedagogical Council meeting in August,” the speaker said.

“The Commission on State Building, Local Self-Government and Regulations should finalize the draft law on public service to remove controversial points and submit it for consideration at the next session,” he said.

The most serious attention should be paid to the draft law on comprehensive amendments to the Civil Code. “The draft is very difficult, capacious, covers a wide range of issues: from marriage and family relations to business entities. We have already received a number of critical remarks on it, including on the package principle, which we need to look into before the first reading of the draft," Vladimir Andreichenko said.

According to the speaker, close attention should be paid to the draft laws which have been under consideration in the House of Representatives for a year or more. These are the draft laws On Self-Regulatory Organizations, On the Rights of Persons with Disabilities and their Social Integration, On Tourism, and also the amendments to the law On Road Traffic.

Twenty more bills are to be submitted to the House of Representatives before the end of the year. There is a large block of documents in the economic sector, much anticipated by the business community. They include draft laws on resolving insolvency, licensing, combating monopolistic activity and developing competition, public-private partnership, accounting and reporting, and also amendments to the Banking Code.

During the autumn session, MPs are also set to consider the draft budget for 2022 and amendments to the Tax Code.

The schedule for the second half of 2022 provides for around 20 large events to study the best law enforcement practices, including two seminars, nine on-site sessions, and eight roundtables. “The schedule of seminars is on the agenda of today's meeting. They will focus on development prospects for high-technology economic sectors. I urge the relevant commissions to prepare for the seminars well. The first seminar will be held in the Hi-Tech Park in October,” Vladimir Andreichenko added.
