Belarus to have single operator for intelligent transport system

MINSK, 21 August (BelTA) – A single operator for the intelligent transport system will be established in Belarus. The decision is stipulated by Decree No.311, which Belarusian President Aleksnadr Lukashenko signed on 20 August, BelTA learned from the press service of the Belarusian leader.

According to the document, the state-owned enterprise Beldorsvyaz has been designated as the single operator for the intelligent transport system. It has been assigned the functions of operating intelligent transport systems, which until now were under the purview of various organizations. These include, in particular, systems for collecting tolls on paid roads, dynamic weighing, weather monitoring, recording traffic flow intensity, and also the hardware and software complex of the Traffic Monitoring Center.

Among the tasks assigned to Beldorsvyaz as the single operator are the development of the intelligent transport system and the management of its functioning, performing work on the construction, reconstruction (repair), and operation of engineering equipment, telecommunications, and power supply networks that are part of the system.

The single operator is also authorized to collect fees for travel on toll roads, and to place engineering equipment that is part of the intelligent transport system on national road facilities without charging fees or concluding lease agreements for such facilities.

The consolidation of the intelligent transport system under a single operator will ensure the implementation of a unified technical policy focused on the introduction of domestic developments. This will optimize operational and development costs through the use of existing equipment and infrastructure, and will eliminate duplicate functions in the maintenance, modernization, and updating of various elements.
