
TIANJIN, 1 September (BelTA) – Chinese President Xi Jinping put forward an initiative on global governance at a meeting in the SCO plus format in Tianjin, BelTA has learned.
The initiative was put forward to develop and complement previously proposed initiatives on global development, security and civilization. The idea is to work with all countries to create a more just, rational system of global governance, to walk hand in hand along the path to a community with a shared future for humanity.
According to Xi Jinping, it is important to implement five key principles. Firstly, to ensure sovereign equality of all countries so that every state can participate equally in decision-making and benefit from global governance regardless of their size, strength or economic scale. It is necessary to promote the democratization of international relations in order to increase the representation and voting rights of developing countries, Xi Jinping stressed.
Secondly, it is important to comply with the international law, comprehensively and fully comply with the principles and purposes of the UN Charter and universally recognized norms of international relations, avoiding double standards and refraining from imposing the so-called internal rules of individual states on others.
The third significant aspect of the initiative is to implement multilateralism, adhere to the concept of global governance in the spirit of joint consultations, firmly defend the authority and status of the United Nations, and use the significant, irreplaceable role of the United Nations in global governance.
The fourth thing that the Chinese president drew attention to was the introduction of a human-centered approach. By reforming and improving the global governance system, to ensure that all peoples of all countries share the results of global governance in order to respond more effectively to the challenges of humanity, reduce the gap between the North and the South, and protect the interests of all countries of the world.

The fifth aspect of China’s initiative is to remain action-oriented and strengthen comprehensive planning systems, ensure coordinated advancement, harmonize global actions, and mobilize resources from all sides in order to achieve more tangible results.
Xi Jinping recalled that the SCO Declaration and the Charter enshrine the importance of a more democratic, fair, and rational political and economic world order. For 24 years, the organization has remained committed to the “Shanghai spirit”, namely mutual trust, mutual benefit, equality, consolidation, respect for the diversity of cultures, and the pursuit of common development.
According to the Chinese president, the accelerating global economic changes require the SCO to play a leading role, primarily in the implementation of the global governance initiative.
In pursuit of common security, the SCO member states concluded a treaty on long-term good-neighborliness, friendship, and cooperation. The effective security cooperation among the SCO countries has become a guarantor of regional stability. It is necessary to continue adhering to the principles of non-alignment, non-confrontation, and not targeting any third parties, while employing comprehensive measures to counter all types of threats and challenges, the Chinese leader noted.
“The SCO member states, which possess abundant energy resources, vast markets, and a strong internal driver of development, are making an increasing contribution to global economic growth. It is necessary to continue making an unequivocal choice for dismantling, not erecting barriers, for a unifying, not divisive agenda, while ensuring high-quality cooperation within the Belt and Road Initiative and promoting the development of economic globalization in the direction of openness and inclusiveness,” Xi Jinping stated. “China is eager to continue sharing the opportunities of its gigantic market and to consistently implement the action plan for high-quality development of trade and economic cooperation within the large SCO family.”
“It is important for us to unequivocally counter hegemony and power politics, to put into practice true multilateralism, and to serve as a mainstay for advancing the formation of a multipolar world and the democratization of international relations,” he added. “China supports the enhancement of cooperation between the SCO and the UN, ASEAN, the EAEU, CICA, and other multilateral formats to ensure the international trade and economic order and to improve global and regional governance.”
