Lukashenko approves updated concept of state personnel policy

MINSK, 4 January (BelTA) – Belarusian President Aleksandr Lukashenko has signed decree No. 1 to approve the updated concept of state personnel policy, BelTA learned from the press service of the Belarusian leader. 

The updated concept ensures continuity with the previous documents, takes into account the personnel practices, global trends in the development of labor relations, modern risks and threats to the country's personnel security. 

The concept establishes the unified approaches to the state personnel policy, which is understood as "the activity of the state to create an comprehensive framework for the formation and effective use of labor resources, to develop human resources for economic sectors and areas of activity focused on solving urgent and long-term economic, social and political problems and to ensure personnel security."

The documents determines the goals of the state personnel policy, its objectives and principles, the basic terms, including the new one "personnel security” which is described as “the state of security of the state, economic sectors and areas of activity, regions and organizations from internal and external risks, challenges and threats associated with personnel and their potential".

State personnel policy is based on the principles of legality, ensuring the human rights and freedoms, maintaining a balance of interests of the individual, society and the state, social justice and social responsibility, patriotism, citizenship and others.

The document describes the functions and role of all its subjects, from the President and the Belarusian People's Congress to organizations of all forms of ownership, in solving the problems of the state personnel policy. 

The concept also defines the priority areas of personnel policy. Among the general areas: countering threats to personnel security, improving mechanisms for forecasting personnel needs, stimulating personnel to increase labor productivity and the level of qualification and streamlining labor migration processes.

Macroeconomic priorities are to ensure the training of in-demand specialists, effective use of personnel and creation of conditions for full employment. Regional priorities include the formation of a favorable environment and conditions for personnel retention in business.

In the civil service the focus is on the stability of the state apparatus, manageability of the personnel composition, and efficiency of the personnel selection and placement system.

Specific mechanisms are envisaged to achieve the priority areas of personnel policy, including:

- systematic work with personnel at all levels and a significant increase in managers’ personal responsibility for staffing;

- coordination of actions of all actors in the development of human resources potential at the nationwide and regional levels (from determining the overall need of the economy in personnel to the development and implementation of regional and sectoral personnel programs with access to the micro-level strategic vision of personnel policy of enterprises);

- improvement of youth personnel policy (preparation for conscious choice of future profession, moral and patriotic education, creation of additional conditions and incentives for retention of young personnel in the workplace);

- development of a personnel training system, regulation of labor migration processes, and digitalization of personnel work.

The effectiveness of the state personnel policy is assessed through the country’s social and economic performance. It takes into account the situation in the labor market, the degree of imbalance in the personnel supply and demand, the systematic work of managers with personnel, the civil position of employees and other indicators.

The concept will help coordinate and streamline the activities aimed at forming the personnel potential of Belarus. The document is intended to become a methodological guideline for HR services and every manager who is responsible for personnel work.
