Belarus-China Great Stone park to open innovation center by 2020 year-end

MINSK, 24 September (BelTA) – Plans are in place to open a Chinese-Belarusian innovation center to commercialize R&D in the Great Stone industrial park by the end of the year. This matter was high on the agenda of a meeting of the Belarusian part of the commission on cooperation in science of the Belarusian-Chinese intergovernmental committee on cooperation, the press service of the Belarusian State Committee on Science and Technology (SCST) told BelTA

The meeting examined the preparations for the third meeting of the commission and the status of the program of cooperation in science between the two countries for 2019-2020. As part of the program the parties are implementing one of the strategic projects to set up the China-Belarus innovation center to commercialize R&D in the Great Stone industrial park. The center is designed to become a comprehensive platform for nurturing startups. The center is slated to come online by the end of 2020 and to go into full operation in 2021.

Another joint project - a center for industrial technology – will be launched by 2025. The relevant decision is contained in the framework agreement signed this year by the Belarusian National Academy of Sciences and the Academy of Sciences of the Chinese Guangdong Province. According to the document, the parties are set to set up a business incubator for scientific and technological innovative enterprises, a platform to demonstrate the R&D results of Chinese and Belarusian research organizations and to conduct joint research. "The center for industrial technology will become a link between the institutes of the Academy of Sciences of Guangdong Province and the National Academy of Sciences of Belarus. It will provide business advice and other support services for selected incubated enterprises, and also consulting services on business plans and training," said Aleksandr Shumilin, Chairman of the Belarusian State Committee on Science and Technology.

Plans are in place to set up a special fund of the Belt and Road Initiative in the amount of $1.5 million to promote commercialization of R&D projects of the center for industrial technology, Aleksandr Shumilin said. “The fund will be used to support commercialization of selected scientific projects and incubated enterprises,” he said.

Aleksandr Shumilin presented certificates of technical experts of the Belarusian-Chinese Technopark in Changchun to academicians of the National Academy of Sciences of Belarus (NASB). Among them are Deputy Chairman of the Presidium of the NASB Sergei Kilin, Director of the Lykov Heat and Mass Transfer Institute of the NASB Oleg Penyazkov, and others.

According to the State Committee on Science and Technology, the Belarusian-Chinese ties have been growing in higher education this year. At the request of the Chinese customer, the Belarusian State University of Informatics and Radioelectronics is working on eight contracts for product development and manufacturing, software supply and scientific and technical services in microelectronics, millimeter wavelength technology and electromagnetic compatibility of radio electronic equipment. Francysk Skaryna Gomel State University signed a contract with Taiyuan Yicheng Laboratory Equipment Co., Ltd. (China) to develop basic technological recommendations for carbon and metal coatings, manufacture and supply of equipment worth over $60,000. Belarusian State University performs works for such companies as China Overseas Diamond Technology Co., Ltd (a complex of synthesis electrical control systems for cubic press), Huawei Technologies Co, Ltd (analysis and modeling of traffic models to use quality of services in networks), the China Precision Machinery Import-Export Corporation (synthesis of new materials), the Institute of Petrochemistry of Heilongjiang Academy of Sciences (development of heat-resistant phosphate sealant), and others.
