Opinion: UINL recommendations will help improve notarial services in Belarus

MINSK, 26 August (BelTA) – The implementation of recommendations of the International Union of Notaries (UINL) will help improve Belarusian notarial services, Chairperson of the Notary Chamber of Belarus Natalya Borisenko told a press conference on 26 August, BelTA has learned.

“Everything that will be recommended to the Belarusian notaries will provide an opportunity to improve the quality of notarial services, raise responsibility for their provision, properly protect the rights and legal interests of individuals, legal entities and the state,” said Natalya Borisenko.

In 2014 the Belarusian notaries underwent a profound change. Principles the national notaries rest today are based on the principles of the Latin Notary. In line with the international cooperation program the Notary Chamber of Belarus decided to file an application to join the International Union of Notaries.

From 22 on 26 August, Belarus hosted experts of the International Notarial Cooperation Commission. The International Notarial Cooperation Commission of the International Union of Notaries examined the Belarusian legislation in part of notary activities and its application. “Some preliminary conclusions were voiced at the meeting of the board. The final results of the visit in line with the Commission's regulations will be submitted to us in October 2016,” said the Chairperson of the Notary Chamber of Belarus.

As was informed, Belarus may join the International Union of Notaries in 2017. The International Union of Notaries is a non-governmental organization established to promote, coordinate and develop the duties and activities of Notaries throughout the world. The Union aims to promote the application of the fundamental principles of the Latin-type notarial system, principles of notarial ethics. It also represents Chambers of Notaries before international organizations. The Union comprises 86 members.
