Belarus to elaborate concept to improve Union State legislation

MINSK, 23 May (BelTA) – Belarus will come up with the concept of the improvement of the legislation of the Union State and promotion of its development, Chairperson of the Council of the Republic's Permanent Commission for Legislation and State Construction Alla Bodak said at the session of the organizing committee of the 5th Forum of the Regions of Belarus and Russia, BelTA has learnt.

Alla Bodak reminded that the Treaty on the Creation of the Union State provides for equal terms for economic operators of Belarus and Russia and equal rights for the citizens of the two states. “For over a year the Union State Standing Committee and the Union State Parliamentary Assembly Secretariat have been analyzing the single legal framework of the Union State. For the first time in 20 years we managed to include monitoring of the implementation of the Union State treaty and a comparative legal review into the Union State priority development guidelines for 2018-2022. The monitoring outcome will lay the ground for elaborating a specific document. The preliminary title of the document is “Concept of the improvement of the legislation and promotion of the development of the Union State”, she said.

“The document will set out new development guidelines involving legal instruments that have not been used before. We have been working on it for over a year already. The results we have obtained will enable us to introduce meaningful proposals on the establishment of a single legal framework in the Union State,” Alla Bodak informed.

The Council of the Republic hosted a meeting of the organizing committee of the 5th Forum of the Regions of Belarus and Russia on 23 May. The event was held in the format of a video conference. The participants of the meeting discussed the agenda of the forum and documents to be signed at the forum.
