Soft, confident development of Belarusian People’s Congress authority pointed out by MP

MINSK, 8 December (BelTA) – The Belarusian People’s Congress advances with soft but confident steps. The expansion of authority of this body of the rule of the people testifies to that. Irina Dovgalo, member of the House of Representatives of the National Assembly of the Republic of Belarus, made the statement in a recent episode of BelTA’s YouTube project On Point.
The MP pointed out that after changes and additions to the Constitution, the Belarusian People’s Congress has been granted the broadest powers. Now its sessions deal with matters that shape the country’s development strategy like the approval of the National Security Concept, the Military Doctrine, and the social and economic development program.

“The Belarusian People’s Congress has a number of other powers. First and foremost, it reviews and approves the main directions of the domestic policy and the foreign one. We have the power to hear the prime minister’s report and, in my opinion, one amazing function: the Belarusian People’s Congress has the right to initiate legislation. Nothing like that has been available before,” she emphasized.

Irina Dovgalo recalled that the maximum number of delegates to the Belarusian People’s Congress is 1,200. Each of them has the right to initiate legislation. “In my opinion, these things will be developed further,” the MP added.

In addition, Irina Dovgalo emphasized that powers of the Presidium of the Belarusian People’s Congress also include the ability to make personnel decisions. For instance, the approval of candidates for the chairman of the Belarusian People’s Congress, the chairmen of the Supreme Court and the Constitutional Court. “Today we are talking about key top officials who directly ensure the rights and freedoms of every one of us. The fact that their candidacies are submitted for consideration of the Belarusian People’s Congress shows that this is really important to people,“ Irina Dovgalo said. ”In other words, when it comes to the development of the Belarusian People’s Congress, we move forward slowly but surely.”
