Shved identifies tasks for Belarus’ court system for 2026

MINSK, 11 February (BelTA) – Results of the work of the general jurisdiction court system in 2025 were discussed at a session of the Presidium of the Supreme Court of Belarus. Tasks were formulated for further efficient protection of rights, freedoms, and legal interests of citizens, organizations, and the state through the administration of fair justice, the press service of Belarus’ Supreme Court told BelTA.

In addition to members of the Presidium of the Supreme Court the meeting gathered heads of lower-level courts, judges, and heads of subdivisions of the highest judicial body.

According to Supreme Court Chairman Andrei Shved, last year was quite challenging, primarily due to the large-scale systemic and personnel changes that were carried out as well as preparations for the implementation of the new Code of Civil Procedure of the Republic of Belarus.
“An analysis of court statistics, of how courts apply legislation in court cases, of how they handle citizens’ appeals, and of other important areas of court work shows that our system as a whole has coped with the tasks before it. However, these results also indicate that some positive trends that have emerged in the work of the courts over the past five years have not been further developed. Moreover, in a number of regions of the country the quality and effectiveness of justice and its organization have objectively deteriorated,” Andrei Shved stated.

Analyzing the reasons behind the identified shortcomings, the chief justice noted the lack of a systemic approach to their analysis, subjective factors, and insufficient levels of work discipline and execution discipline.

At the same time, Andrei Shved emphasized that the judicial system has significant human and intellectual potential as well as organizational reserves, which can and should be used to overcome negative trends.

In his words, the upcoming work should be based on a full understanding by every employee of the general jurisdiction courts that they are supposed to be models of decency, honesty, high culture, professionalism, humanity, justice, and true patriotism.

“The Belarusian nation’s credit of trust in the authorities as a whole largely depends on the smooth and coordinated work of the courts, on their ability to resolve disputes and conflicts arising in society in accordance with the law and fairly, within a reasonable time frame,” noted Andrei Shved.

A number of reports were delivered to analyze results of the main areas of work of the general jurisdiction courts, focusing on the most pressing problems and proposing ways to solve them.

Summing up the discussion of results of last year’s work, Andrei Shved identified a number of key tasks for improving the operation of general jurisdiction courts. Thus, attention was drawn to the fact that courts will continue to perform their important functions of protecting the constitutional order, strengthening the rule of law and order, and Belarusian statehood in general.

“Our work should be geared towards the accomplishment of national objectives. The focus should be on the person seeking judicial protection, their rights, legitimate interests, honor, and dignity. At the same time, we must not forget interests of the state, including in the economic sphere,” noted the chairman of the Supreme Court.
It was emphasized that, taking into account judicial practice, a systemic analysis of problems in the economy and other management institutions should be established. Proposals to remedy the situation, including improvements to legal regulation, should be made promptly and objectively. Measures should be taken to ensure that the Code of Civil Procedure, which has come into force, is a working tool and does not create obstacles to the administration of justice.

For the sake of ensuring results, Andrei Shved demanded strict adherence to executive discipline from executives and employees at all levels. The main criterion for evaluating every executive should be concrete positive results of their work. It is necessary to ensure a high level of quality of justice in all courts. The “time for concrete action” has come.
In conclusion, Supreme Court Chairman Andrei Shved presented well-deserved awards to a number of judges and court staff for their achievements, thanking them for their professionalism and diligent performance of their duties in 2025.
