Belarus’ NOC discusses support mechanism for sports organizations

MINSK, 16 December (BelTA) - A seminar-meeting on the application of Decree No. 337 of the President of the Republic of Belarus of 17 September 2025 “On Providing Support to Sports Organizations”, was held at the National Olympic Committee (NOC) of Belarus, BelTA has learned.

According to the new state support mechanism for sports organizations, federations will now be able to receive subsidies from the national budget, while clubs will receive funding from local budgets, with all expenditures strictly designated for specific purposes. Furthermore, funding based on sponsors obtaining property, land, and corporate profit tax exemptions will no longer be provided.

“A package of documents has been adopted that will introduce new approaches to state sports support. We also made a great effort to consider the wishes of federations and clubs, working collaboratively with some organizations. I want to emphasize that not only sports organizations, but all non-governmental organizations in general, should move away from funding through tax schemes. The decree regulates only the use of state funds; private funds can be spent at one’s own discretion,” Belarusian Deputy Prime Minister Natalya Petkevich explained.

The deputy prime minister also outlined the reasons for implementing the new mechanism. “Funding through tax benefits is absurd; it shouldn’t be that way. There were instances where enterprises sponsoring clubs were themselves receiving state support. That is unacceptable. Under the previous scheme, it was not always possible to ensure fairness in the distribution of funds; we needed to eliminate inequality of opportunity. All government bodies are focused on ensuring a seamless transition so that federations do not feel the changes,” Natalya Petkevich emphasized.
