Belarus calls for international regulations on fighting cybercrime

MINSK, 4 June (BelTA) – Legal regulations in the sphere of counteracting cybercrime should be transnational. Prosecutor General of Belarus Aleksandr Konyuk made the statement at a regional conference of the International Association of Prosecutors (IAP) on 4 June, BelTA has learned. The conference is scheduled to take place in Minsk on 3-6 June.

Aleksandr Konyuk said: “In the age of global digitization countries need to understand that digital sovereignty is impossible, this is why legal regulations on fighting cybercrime have to be transnational.”

As an example he mentioned the EU General Data Protection Regulation (GDPR), which came into force on 25 May 2018. The enforcement of this piece of legislation is an extremely important measure designed to bolster rights of citizens in the age of digital technologies, encourage business by means of simplifying rules for companies operating on the common digital market. “This experience of international legal regulation has to be closely examined,” the prosecutor general said.

More than half of users in Belarus face local threats on their digital devices. About 40% encounter cyber attacks online. The figures indicate that personal data has actually become a tool in the hands of criminals. It is obvious that the intensity of criminal offences in the cyberspace will only grow higher. This kind of crime evolves, becomes transnational, and reaches new heights. It moves from global thefts of money from plastic card accounts of citizens to attacks on servers of government agencies, destabilization of entire economic branches, organization of terrorist attacks. These threats require balanced state regulations to negate all the threats while simultaneously enabling favorable conditions for the development of the IT sphere.

Aleksandr Konyuk believes that the regional conference of the International Association of Prosecutors will help enhance mutual understanding and interaction, work out additional measures to prevent and suppress modern threats and challenges.

The conference has been organized by the Office of the Prosecutor General of Belarus and the International Association of Prosecutors (IAP).

The world's only organization of prosecutors was established in 1995. At present it includes over 180 member organizations from over 170 countries from all the continents as well as about 1,900 member individuals. Belarus is a full member of the association.
