Lukashenko signs decree regulating gambling business

MINSK, 6 June (BelTA) – On 6 June, Belarusian President Aleksandr Lukashenko signed Decree No. 226 “On gambling industry”, BelTA learned from the press service of the head of state.

The document is aimed at streamlining gambling practices and tightening control over this industry. The decree, in particular, introduces additional requirements to the gambler identification process. The registration of gamblers on gambling websites can be done either during a personal visit to a gambling venue or via an online video session.

In line with the decree, the period of storing security footage by gambling venues will increase from 30 to 60 days from the date of recording. The decree allows using slot machines that have been in operation for more than 10 years, provided these types of slot machines are allowed to be used in Belarus (previously, such machines were subject to replacement). The approved types of slot machines are listed in a special state register. 

The decree bans players from having more than one account and from gambling at the direction of third parties. Gambling companies are prohibited from providing electronic cards, money and other means of payment if visitors are short of funds. Banks and non-bank credit and financial institutions are no longer allowed to accept payments from individuals in favor of foreign gambling companies.

The decree also sets out measures to identify and eliminate criminal schemes in the gambling business. Thus, it will be possible to use cryptocurrency to make bets and pay out winnings exclusively through resident companies of the High-Tech Park that operate a crypto platform or exchange cryptocurrency. In addition, the document defines a mechanism that will make sure that individuals seeking to take part in a game of chance can only do so using their own money.
