MINSK, 8 April (BelTA) – Certain amendments have been introduced to housing relations in Belarus. President Aleksandr Lukashenko signed corresponding Decree No. 121 “On housing relations” on 7 April, BelTA learned from the press service of the Belarusian leader.
The document was prepared because a new reading of the Housing Code of the Republic of Belarus entered into force on 1 January 2020.
The decree provides for the possibility to sell occupied state-owned one-apartment houses (apartments in townhouses) which do not comply with sanitary and technical requirements to the tenants of these dwellings at an assessed value. In accordance with the terms of the deal, buyers will have to repair (renovate) these dwellings so that they could be further used as intended.
Oblast executive committees and Minsk City Hall have been authorized to set decreasing coefficients on fees for rented housing which was given to people with a first call on housing, for rented housing which was built in radiation-polluted territories out of the funds allocated for the mitigation of the consequences of the Chernobyl disaster.
Besides, state bodies and organizations will still have to accumulate funds from rent fees on special accounts and to regulate the operation of such accounts and the procedure of depositing funds from the sale of houses (apartments in townhouses) which do not comply with sanitary and technical requirements to people on such accounts.
It is also envisaged that the share of funds deposited on special accounts as payment for rented housing which can be used for the maintenance of unoccupied rented housing will be increased by 40%.
In accordance with the decree, rented apartments in new buildings which were given to orphans and parentless children can be included in the category of municipal housing on the application of these persons regardless of the period envisaged in the Housing Code.
Apart from that, a number of decrees of the head of state will be revised because of the amendments in the terminology used in the housing legislation.
