Redistribution of authority to empower local initiatives in Belarus

MINSK, 30 March (BelTA) – The redistribution of powers and the transfer of additional powers and responsibility to the level of municipal government agencies is designed to emancipate initiatives in the regions. Prime Minister of Belarus Roman Golovchenko made the statement after Belarus President Aleksandr Lukashenko hosted a government conference on 30 March to discuss the redistribution of powers among government bodies, BelTA has learned.

The role and responsibility of municipal government agencies will be increased in the course of redistribution of powers. “Among other things it will emancipate initiatives at the local level,” the prime minister noted. In his words, municipal government agencies took an active part in preparing proposals on changing the powers. Municipal government agencies confirmed their readiness to assume additional responsibility. The work on preparing the proposals was guided by the need to make decisions, which time has come, and decisions that has been prompted by practical considerations instead of far-fetched theories.

“It will allow optimizing the procedure and the speed of decision-making and will increase the responsibility of persons and government agencies that make these decisions for their consequences. It is what we have to do today,” Roman Golovchenko noted. In his words, municipal authorities know the situation better in some cases. The necessary regulatory framework is in place. Broader powers at the municipal level will allow more promptly making decisions on urban planning and architectural activities among other things.

Reporters asked Roman Golovchenko whether municipal authorities want the new powers. “Yes, they do. A large number of initiatives has been submitted from the regions. It is natural. They encounter these issues in practice. The population, commercial entities in the course of their lives encounter situations that need to be addressed. If municipal government agencies see that it can be done faster without damaging state interests, then they submit such proposals,” Roman Golovchenko explained.
