Plans to support business, joint projects in Union State revealed 

MOSCOW, 26 March (BelTA) - Issues of supporting small and medium-sized enterprises through the use of digital services and platforms, as well as the creation of a common financial market for Belarus and Russia, were discussed at a joint meeting of the Parliamentary Assembly of the Union State of Belarus and Russia’s commissions on budget, taxes and the financial market; on economic policy; and on transport. The event took place in Ufa on 26 March, BelTA learned from the assembly’s press service.

“MPs noted that digitalization is becoming a key factor in the development of the small and medium-sized enterprise sector, which demonstrates high dynamism and flexibility. Belarus and Russia are actively developing cooperation on the implementation of digital services for business. Since 2022, a mechanism has been successfully implemented for integrating Russian small and medium-sized enterprises into the supply chains of large Belarusian companies using the Industrial Cooperation and Sales service on the MSP.RF Digital Platform, developed with the participation of Russia’s Ministry of Economic Development. As of February 2026, 53 Belarusian companies have posted their requests on the platform. Thanks to the supplier search service, 49 agreements have been concluded between Belarusian companies and Russian suppliers,” the press service said.

It was noted that plans are underway to integrate modules of Russia’s MSP.RF Digital Platform and Belarus’ SME Platform into a unified digital space for business. Technical consultations are being conducted, which will expand enterprises’ access to support tools in both countries.

“As part of the creation of a common financial market of the Union State, a mechanism is being actively developed to compensate part of the interest expenses on loans using funds from the Union State budget. The Permanent Committee of the Union State has prepared a draft regulation on the provision of subsidies for loans issued at reduced interest rates for the implementation of joint projects. The document was reviewed at a meeting of the High-Level Group of the Council of Ministers of the Union State in December 2025 and is currently undergoing interagency coordination in the relevant ministries of the two countries. The proposed mechanism is aimed at stimulating enterprise cooperation, developing joint production, expanding technological capabilities, and achieving technological sovereignty for the Union State,” the press service said.

Following the discussions, the parliamentarians recommended that Russia’s Ministry of Economic Development and Belarus’ Economy Ministry continue coordinating efforts to develop digital services and platforms, and that the Union State Standing Committee finalize the approval of the regulation on subsidizing interest rates, which will contribute to the further effective development of small and medium-sized enterprises in the Union State.

In addition to Union State parliamentarians, the meeting was attended by representatives of the Union State Standing Committee, the State Control Committee of Belarus, the Accounts Chamber of Russia, Russia’s Ministry of Education, Belarus’ Transport and Communications Ministry, Russia’s Ministry of Transport, Belarus’ Economy Ministry, Russia’s Ministry of Economic Development, and the finance ministries of both countries.
