Economic engine. Belarus’ construction industry performance in 2025

MINSK, 11 February (BelTA) – Belarusian Architecture and Construction Minister Aleksandr Studnev briefed journalists on the performance of the country’s construction sector in 2025 ahead of the ministry’s final board meeting on 10 February, BelTA has learned.

“The construction sector is a driver of the economy, based on the results of both 2025 and the five-year period,” Aleksandr Studnev said. “In 2025, the total commissioned residential floor space amounted to 4,573,000 square meters. Particular attention was paid to the construction of state-supported housing and rental housing.”

Over the five-year period, 21.7 million square meters were commissioned. More than half of this volume was provided by individual housing construction. The industry has fully transitioned to an energy-efficient format for constructing apartment buildings. The cost per square meter of state-supported housing is 20% lower than the national average wage. The housing provision per capita reached 30.4 square meters, against a planned target of 28.5 square meters.

Construction industry enterprises invested in updating their material and technical base and development. “By the end of 2025, the number of unprofitable enterprises within the ministry’s system decreased by 16. They operated with a profitability rate of over 5.4%,” the minister said.

He named the cement and glass industries among the sectors that demonstrated good results. In particular, a record high of 5.4 million tonnes of cement were produced.

Value-added growth in construction reached 108%. The sector’s share of GDP hit a five-year maximum at 6.6%, and the export potential for construction goods and services reached $2.4 billion. The financial performance of construction organizations improved significantly, and the wage growth rate served as an incentive for retaining specialists and increasing labor productivity. The number of construction workers increased by over 4,000, reaching more than 138,000 by year’s end.

At the same time, according to the minister, the current task is not only to acknowledge these successes but also to discuss problematic issues.

During the board meeting, special attention was paid to the foreign economic direction. Export shipments are declining. The target for ceramic tile production was once again missed. The performance in market diversification and expanding supply routes was judged inadequate. “We must assess and outline our operational approach for 2026 and the five-year cycle,” the minister said.

The target for the growth rate of contract work volume was also not met, achieving 109% against a target of 109.2%. All regions fell short of the plan, except for Minsk and Minsk Oblast. Vitebsk Oblast and Mogilev Oblast performed the worst.
