ASTANA, 4 November (BelTA) – Belarus and Kazakhstan share experience in the field of development of artificial intelligence and digital government, BelTA has learned.
A Belarusian government delegation led by Prime Minister Aleksandr Turchin has visited the Kazakhstan Digital Government Support Center. The Belarusian delegation was made familiar with technological capabilities of the platforms designed to offer convenient and efficient operation to the population and businesses. The example of the Digital Map of Families demonstrated how technologies can positively influence the system of providing social support to citizens.
Astana Hub, an international technopark of IT startups, was part of the itinerary. The Belarusian delegation was made familiar with the development of Kazakhstan’s digital industry, with innovative startups and solutions for the public sector. At present Kazakhstan ranks 10th in the world and 1st in the CIS on the UN online service index and 24th in the global E-Government Development Index (EGDI). Over 90% of the government services in the country are available to citizens online.
Belarusian Deputy Communications and Informatization Minister Yulia Shapkina noted: “We’ve been cooperating with Kazakhstan for quite some time and certainly we actively share the experience of introduction of digital services. Today the colleagues have shared their innovations in the field of digital state with us. We can note that they have truly made a step forward, we have something to learn from them. Certain knowledge was passed on that we will closely study and will implement in our own country. Our directions of development are identical. Those are analytics for detecting social needs of the population, individualized aid and support to the population with assistance of technologies. We have incorporated all of it into plans for the next five-year term and certainly we will develop it, including by tapping into the cutting-edge experience of our colleagues.”
In her words, among other things the efforts will focus on creating a modern identification system, on biometrics, on facilitating access to services. “So that people would not have to leave their homes. Logging in and getting access to a broad range of services should be enough. The colleagues have already implemented that. We have also made certain progress. We are now in the process of implementing the solutions. And we’ve discussed the experience of the colleagues, ways of making it safe and fast, and of ensuring a positive response from the population. We are going to introduce these solutions in our country taking that into account,” the deputy communications and informatization minister noted.
Vice Minister of Artificial Intelligence and Digital Development of Kazakhstan Dmitry Mun pointed out that today the Belarusian government delegation had been shown the projects that were potentially ready to be used in other countries. “We already have some successful cases of export. We have typical processes for providing state services, for dealing with citizens’ complaints. We have approaches that can be implemented into existing information systems of government agencies as microservices with an appropriate level of information security. I mean those are AI assistants and AI agents, which facilitate the use of existing systems,” he identified.
In his words, in the course of setting up the Astana Hub Kazakhstan took into account the experience of setting up Belarus’ Hi-Tech Park. “In the course of building our technopark we tightly interacted with the Belarusian side, studied your experience, and visited your country many times. This is why we already interact. But now is the age of artificial intelligence. It is necessary to more promptly share the best practices of introducing new technologies with each other, including into state processes for the sake of making them more efficient. We will organize the exchange of experience and practices with colleagues from the relevant ministry. In Kazakhstan a map of 50 AI agents has been adopted. They will be incorporated into various government agencies this year. I think Belarus also has plans in the field of AI and we can exchange the experience in order to multiply results of every state. Digital transformation provides for facilitating various processes through the lens of increasing their efficiency by leveraging data and artificial intelligence. And it is important for us,” the vice minister stressed.
