Human rights, cyber security on agenda of CIS summit in Dushanbe

DUSHANBE, 28 September (BelTA) – Dushanbe, the capital of Tajikistan, will host a session of the CIS Council of Heads of State on 28 September. The leaders of the CIS member states gathered in Dushanbe a day before and met at an informal dinner. Belarus President Alexander Lukashenko is among the high-level participants of the summit, BelTA has learned.

The summit will take place at the Somon Palace located at the Government Residence. According to the CIS Executive Committee, the participants of the session are to discuss draft documents aimed at facilitating cooperation in politics, economy, culture, humanitarian field and other key areas of the CIS agenda.

During a narrow-format meeting the parties are to share views on interaction within the CIS, discuss the CIS chairmanship, as well as the time and place of the next session of the CIS Council of Heads of State.

The agenda of the extended meeting features political contacts, ways to expand cooperation in culture, humanitarian field, security and to improve the legal framework, management and staffing support of the CIS.

The presidents will discuss a draft statement on the occasion of the 70th anniversary of the Universal Declaration of Human Rights adopted on 10 December 1948. The statement emphasizes the importance of this declaration that set out universal standards for human rights and fundamental freedoms. It reaffirms commitment to nondiscrimination, calls for a constructive, equal and respectful dialogue and urges to quit the practice of using double standards.

As far as humanitarian cooperation is concerned, the most important document in this regard is an action plan to prepare for the celebrations of the 75th anniversary of the Victory in the Great Patriotic War of 1941-1945. The draft action plan features about 70 large-scale events.

Another important humanitarian project is the CIS Capitals of Culture interstate program. This status is expected to be bestowed upon Tajikistan's capital Dushanbe in 2021. Apart from that, 2021 may be declared the Year of Architecture and Urbanism in the CIS.

A series of documents will deal with response to new challenges and threats. One of them is the interstate joint action program to combat crime in 2019-2023. For the first time, the draft interstate joint action program to combat crime was developed for a five-year period. It was done to adapt the Commonwealth to the realities of today. Another important document is the cooperation agreement to fight cybercrime

The participants of the session will discuss ways to improve the CIS legal framework and HR management.

On the initiative of Kyrgyzstan, the summit will discuss the statement on the World Nomad Games and the statement in connection with the 90th anniversary of Soviet writer Chingiz Aitmatov.

In turn, Russia made a proposal to adopt a convention on cooperation in the exploration and use of outer space for peaceful purposes.
