MP defines strategic priorities for Belarus’ five-year development plan

MINSK, 3 December (BelTA) – Member of the House of Representatives of the National Assembly of Belarus Vyacheslav Danilovich spoke about the draft social and economic development program for 2026-2030 and outlined its key priorities during a round table on the Role of the Belarusian People’s Congress as a Guarantor of Political Stability, Sovereignty, and Civil Accord, BelTA has learned.

“The Belarusian People’s Congress represents a unique expression of Belarusian democracy, which has its historical roots and has proven itself as an effective instrument in the modern history of Belarus. Currently, the 7th Belarusian People’s Congress has constitutional status. I would like to especially emphasize that the decisions made by it have legal force. The draft program for the social and economic development of Belarus for 2026-2030, proposed for consideration to the delegates of the Belarusian People’s Congress, will be mandatory for all organizations in the state. The targets set therein will have to be met. It is very important that we are adopting this fundamental document for the next five-year period ahead of its start, in December. We are summing up the results of what was achieved during the preceding five-year period of our development and defining key benchmarks for the future,” Vyacheslav Danilovich said.

According to him, demographic security is among the key priorities. “I cannot but emphasize the importance of developing human capital. Belarus does not have vast natural resources. Our main wealth is our people, their labor, and their intellect, thanks to which we develop our state,” the MP noted. Consideration was also given to strong regions. “It is indeed very important for the country to develop evenly, so that every person in their region has the opportunity for effective labor with decent pay,” Vyacheslav Danilovich added.

Another key priority is strengthening defense capability. “This is a requirement of our time. Our anthem states that Belarusians are peaceful people. But the old saying holds true: if you want peace, prepare for war. We must have defense capability at the proper level; our Armed Forces must be capable of inflicting damage on any potential adversary. In this regard, the development of technology, for which science is responsible, is very important. The state invests money in the development of science and demands that the practical return on these investments be sufficiently effective as well. This requirement was voiced at a recent meeting on the development of science. I will emphasize again that this is important for our technological sovereignty. But I cannot fail to note that it is very important that we have modern technologies, modern armaments, but people are always the foundation of everything. No matter how effective technologies are, no matter how effective weaponry is, everything depends on the people who work with these technologies. Therefore, this humanitarian component of national security is of utmost importance and is also given attention,” the MP stressed.

The development of the education system and continuous patriotic upbringing of youth also hold special significance. “An ambitious task has been set to increase the representation of our young men and women in state governance and self-governance bodies to 15%. A task has been set to identify and support the implementation of youth projects and initiatives. This is also a most important element. Youth is our future; we must give them the necessary attention and provide the opportunity to practically participate in development processes, in solving current problems, which is what these initiatives and projects aim for. We need to harness the constructive potential of the young generation,” Vyacheslav Danilovich emphasized.

The draft program allocates funds for the construction of facilities for the education system, including schools, colleges, and kindergartens. “A task has been set to ensure that the professional component in education programs is no less than 50% by 2030. That is, for those young people studying in secondary special and higher education institutions, the professional component should be at the forefront, both in programs and in teaching practice,” the MP noted.

In his opinion, the draft program presented to the delegates of the Belarusian People’s Congress is sufficiently developed. “I cannot fail to note that MPs of the House of Representatives also participated in refining this draft. We can work with it and adopt it. I believe the ideas and suggestions of the Belarusian People’s Congress delegates will also be taken into account,” Vyacheslav Danilovich concluded.
