CIS countries step up cooperation in combating crime

MINSK, 13 August (BelTA) -  The states members of the Commonwealth of Independent States (CIS) are prioritizing the reinforcement of collective solidarity and the promotion of a shared, comprehensive, and sustainable security framework across key cooperation areas, including law enforcement, Yevgeny Klemez, Director of the Security Cooperation Department at the CIS Executive Committee, told the media, BelTA learned from the press service of the CIS Executive Committee.

The CIS Interior Ministers Council convened for a meeting in St. Petersburg on 12 August, bringing together representatives of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, and Uzbekistan, the CIS Anti-Terrorism Center and the Bureau for Coordinating the Fight Against Organized Crime and Other Dangerous Crimes on the territory of CIS member states.

Yevgeny Klemez noted the symbolic significance of holding the meeting in St. Petersburg, a city that endured immense suffering during the war, in the year of the 80th anniversary of Victory in the Great Patriotic War which was declared the Year of Peace and Unity in the Fight Against Nazism in the CIS.


“Today, it is more crucial than ever to unite our efforts in preserving the historical memory, countering attempts to rewrite history, justifying the monstrous crimes of Nazism, or glorifying its collaborators," he emphasized.

Yevgeny Klemez stated that there is currently a marked increase in extremist movements utilizing terrorist methods to achieve their criminal objectives. Illegal migration flows pose a direct threat to national security. A persistent trend of growing narcotics production and expanding drug trafficking routes remains evident. Significant concerns include weapons smuggling and the escalating scale of cybercrime. Equally pressing is the challenge of combating money laundering and corruption that transcends national borders.

“It is obvious that challenges and threats of a criminal nature are intertwined and interrelated. Against the background of declining effectiveness of international security systems they pose a danger to our countries. In these conditions, the CIS states focus on strengthening the foundation of solidarity, defending the concept of common, integrated and sustainable security in priority areas of interaction, including law enforcement,” he noted.

He also emphasized that the CIS Interior Ministers Council plays a crucial role in ensuring the security of CIS member states. Thanks to its productive and dynamic work, it has been possible to effectively counter modern threats, safeguarding the lives and well-being of CIS citizens and protecting state interests from all forms of criminal activity.

“Significant work has been done to establish and develop the international legal framework for cooperation,” Yevgeny Klemez stated. "We are enhancing the effectiveness of joint operational-preventive measures, training personnel, building up operational and logistical capabilities, and refining analytical and scientific research.”


The director of the department recalled that active work is currently underway to prepare for the regular meetings of the CIS supreme bodies. It is planned that the heads of state will consider a number of matters in the field of security. Plans are in place to adopt new cooperation programs to counter terrorism and extremism and the concept of military cooperation until 2030, to strengthen border security, and to sign the treaty on international controlled delivery operations and the optional protocol to the convention on the transfer of sentenced persons.

"Our actions today will inform the future of the Commonwealth of Independent States. The current global situation presents new challenges for all our countries, requiring swift and adequate responses," he said.

The meeting participants discussed issues related to the implementation of interstate crime prevention programs, enhancing informational cooperation in combating crimes committed using information and communication technologies.

The Council discussed topical problems in the fight against illegal migration, cooperation in the field of road safety, expert and forensic activities, work to counter destructive elements that destabilize the social and political situation in the CIS countries, and a number of other issues.
