Belarusian MPs ratify amendments to EAEU Treaty

MINSK, 3 December (BelTA) – Belarusian MPs have passed a draft law “On the ratification of the protocol on amending the Treaty on the Eurasian Economic Union of 29 May 2014”, BelTA has learned.

The protocol on amending the Treaty on the Eurasian Economic Union of 29 May 2014 was signed by the heads of state of the Eurasian Economic Union in Moscow on 28 July 2025.

According to the International Affairs Commission of the House of Representatives of the National Assembly of Belarus, the protocol was developed to eliminate gaps in legal regulation identified in the course of law enforcement practice, to make technical adjustments to the provisions of the Treaty on the Eurasian Economic Union of 29 May 2014, and to implement the action plan on implementing the Strategic Guidelines on Advancing Eurasian Economic Integration until 2025, approved by the Council of the Eurasian Economic Commission’s Order No.4 on 5 April 2021.

The protocol amends sections 6 “Functioning of the Customs Union” and 27 “Transitional provisions” of the Treaty on the Eurasian Economic Union as well as a number of annexes to this treaty.

According to paragraph 1 of Article 1 of the protocol, the Eurasian Economic Commission is authorized to approve the methodology for qualifying obstacles in the internal market of the union and recognizing barriers and restrictions as eliminated.

Apart from that, to make sure member states have a consistent approach to applying the technical regulations, the Eurasian Economic Commission will provide explanations on how to apply them. 

Paragraph 7 of Article 1 of the Protocol is aimed at eliminating gaps in the legal regulation of legislation enforcement. Taking into account the amendment being made, decisions of the Eurasian Economic Commission shall be enforced in accordance with the procedure established by the national legislation of the member state, in which territory the enforcement of the Commission's decisions will be carried out.

The amendments to Annexes 21, 24, and 25 to the Treaty on the Eurasian Economic Union will help bring the Treaty on the Eurasian Economic Union into compliance with the decisions taken when developing draft rules for the operation of the union’s common electricity market, improve the procedure for transport (road) control at the external border of the EAEU and the procedure for regulating procurement.
