MINSK, 2 January (BelTA) – Vladimir Bondar, Deputy Head of the Main Construction, Housing and Utilities Control Directorate – Head of the Housing and Utilities Control Department of the State Control Committee of Belarus, spoke about the urban development issues that Belarus is set to tackle in 2026 in a new episode of BelTA's Nation Speaks project.
Upon the instruction of the head of state, the State Control Committee of Belarus ensured oversight of the implementation of the Year of Improvement measures. “This work should have been carried out on a permanent and proactive basis. Following the results of the first quarter, we noted that the action plan was not ambitious enough in some areas. A significant number of problematic issues, for which specific measures should have been developed, were not included. Among them were dilapidated buildings. There are measures for the demolition of derelict and abandoned housing in rural settlements primarily,” Vladimir Bondar pointed out.
“We noted that there are quite a lot of such buildings even in downtown Minsk. Local authorities proposed supplementing the comprehensive plan with precisely such measures, but, unfortunately, this issue could not be resolved promptly. Currently, upon the committee’s proposals, the Council of Ministers, together with local authorities, conducts extensive work to inventory such buildings, structures, and the land plots occupied by them,” he said.
The task was set to determine all necessary measures by 1 December 2025. “The measures will be digitized this year, with a specific period established to ensure full compliance,” the deputy head said.
The Year of Improvement was the first year of the quality five-year plan declared for 2025-2029. “All urban development measures will continue within the framework of the quality five-year plan, taking into account the conducted analysis and the results summarized from the Year of Improvement,” Vladimir Bondar stated.
Belarus has done extensive work during the Year of Improvement. “As part of proactive control, we organized and held a board meeting of the State Control Committee in November 2025, which reviewed the effectiveness of implementing the Year of Improvement measures together with representatives of the Ministry of Natural Resources and Environmental Protection, the Ministry of Housing and Utilities, other ministries and departments, and the Council of Ministers. Specific proposals were developed, submitted for consideration to these state bodies, and now we will work to ensure their implementation,” he emphasized.
