Belarus’ parliament approves ratification of agreement on SCO universal center for countering threats

MINSK, 2 April (BelTA) - The Council of the Republic of the National Assembly of Belarus of the eighth convocation approved the bill on the Ratification of the Agreement on the Universal Center for Countering Security Challenges and Threats to the Member States of the Shanghai Cooperation Organization at a meeting of its fourth session on 2 April, BelTA has learned.

The agreement was signed on 1 September 2025, during the visit of Belarusian President Aleksandr Lukashenko to the People’s Republic of China. The agreement envisions the creation of a Universal Center for Countering Security Challenges and Threats to the Member States of the Shanghai Cooperation Organization in Tashkent, Uzbekistan, on the basis of the SCO Regional Anti-Terrorist Structure. The center’s structure will include an Information Security Center, as well as a Center for Combating Transnational Organized Crime, which will function as a branch and structural subdivision of the Universal Center located in Bishkek, Kyrgyzstan.

Belarus proposes designating the following competent authorities responsible for cooperation with the Universal Center: the State Security Committee, the Ministry of Internal Affairs, the Ministry of Defense, the State Border Committee, the Operations and Analysis Center under the President of the Republic of Belarus, and the Financial Investigations Department of the State Control Committee. The coordinating authority is proposed to be the State Security Committee.
