Belarus outlines key defense priorities for next five years 

DZERZHINSK, 15 January (BelTA) - Deputy State Secretary of the Belarusian Security Council Aleksandr Neverovsky met with the personnel of a military unit of the border service in Dzerzhinsk and outlined the key defense capability priorities prioritized шт the new five-year plan, BelTA has learned. 

Aleksandr Neverovsky elaborated on the outcomes of the second session of the 7th Belarusian People's Congress held in December 2025. During the session, Belarusian President Aleksandr Lukashenko delivered a Address to the Belarusian people and the National Assembly.The Program of Social and Economic Development for 2026-2030 was approved too. “The program outlines seven priorities for the upcoming five-year period, one of which is strengthening defense capability,” Aleksandr Neverovsky stated. “This is entirely logical. Without security, there can be no strong economy or social welfare policy.”


The deputy secretary recalled that the document reflects two indicators, the achievement of which will enhance defense capability. The first is the share of domestically produced models of weaponry, military, and special-purpose equipment in the overall state defense procurement. The document stipulates increasing this share to 50% or more. The second indicator is the growth of investment in the production of weaponry, military, and special-purpose equipment, no less than 30%.

“Incorporating the strengthening of the country's defense capability as a separate chapter in the social and economic development program is an important innovation,” Aleksandr Neverovsky emphasized. “It is driven by the needs of the moment. Look at what is happening near our borders. Under the pretext of a mythical 'threat from the east,' our western neighbors are actively militarizing, thoughtlessly increasing their military spending. Of course, we cannot idly observe what is happening. Yes, we are categorically against any arms race. But at the same time, we are actively modernizing our army, and we are doing so without detriment to the national economy.”


According to him, significant attention is also being paid to the protection of the state border of Belarus in the current tense situation. Just in 2025, five new border outposts were commissioned. Aleksandr Neverovsky noted that Belarusian border guards are being outfitted with modern equipment and weaponry.

Just the other day, the president approved the decision on border security in 2026, defining the priorities and tasks for the border service. “The decisions are made in two key areas: the border service, land border and airspace protection, taking into account geopolitical specifics. In 2025, we witnessed certain challenges, which led to adjustments in the protection of the airspace of the country’s border. Given the risks, especially in the southern direction, the president has asked the border guards to pay attention to these aspects to prevent any escalation at our border,” Aleksandr Neverovsky said as he talked to the media.
He added that, on the instruction of the head of state, the State Secretariat of the Security Council conducts regular on-site inspections of all military units in Belarus. “This helps to identify shortcomings from an external perspective, address them, and maintain everything in a state of combat readiness,” Aleksandr Neverovsky concluded.
