MINSK, 3 December (BelTA) - State Secretary of the Security Council of the Republic of Belarus Aleksandr Volfovich and Minister of Public Security of the Socialist Republic of Vietnam Luong Tam Quang signed a protocol to establish a joint working group to expand and strengthen cooperation in security, BelTA has learned.
According to the State Secretariat of the Security Council, the document was signed during the visit of the Belarusian delegation led by Aleksandr Volfovich to Vietnam.
Cooperation between Belarus’ State Secretariat of the Security Council and Vietnam’s Public Security Ministry, which performs the functions of various law enforcement agencies, is developing on a systematic and planned basis. Previously, the two agencies signed a memorandum of cooperation in security and a cooperation plan for 2024-2026.
“Taking into account the elevation of relations with Vietnam this year to the level of strategic partnership, we agreed to implement a new form of our interaction,” Aleksandr Volfovich told journalists. “For the first time, a protocol has been signed with the Ministry of Public Security to establish a joint working group to expand and strengthen security cooperation. This is a permanent mechanism.”
In addition, during the Belarusian delegation’s visit to Vietnam, the first expert consultations were held to address ways to reach a higher level of systematic cooperation and improve the effectiveness of ongoing projects. Separate reports focused on the exchange of experience gained by both parties in ensuring information security, combating cybercrime, and regulating and using artificial intelligence technologies.
In October 2025, the UN Convention against Cybercrime was signed in Hanoi, with Belarus acting as a co-author of the document.
According to Aleksandr Volfovich, both countries have a mutual interest in such initiatives, in developing new forms and methods to counter current challenges and threats to national security, and in implementing them in practical activities.
