MOSCOW, 8 December (BelTA) - The Parliamentary Assembly of the Collective Security Treaty Organization (CSTO PA) intends in the near future to develop model laws concerning artificial intelligence, biological and cyber security, and the protection of electoral sovereignty, Chairman of the House of Representatives of the National Assembly of Belarus Igor Sergeyenko told journalists following a joint meeting of the Council and the 18th plenary session of the CSTO PA held in Moscow on 8 December, BelTA has learned.
Igor Sergeyenko stressed that over the past five years the CSTO PA has adopted 35 laws and recommendations. “A new program [of model lawmaking] for the next five-year period has been approved. The most important issues include ensuring cyber- and biological security, the use of artificial intelligence, the protection of electoral sovereignty, and many others,” he said.
The head of the Belarusian delegation emphasized the importance of ensuring that all model laws adopted by the CSTO Parliamentary Assembly are subsequently reflected in national legislation. “So that we work in coordination, under the same legal framework. Yes, at times during discussions and debates certain issues were reviewed repeatedly by experts until common ground was found,” he noted.
At the meeting in Moscow, a model law on counterterrorism was adopted, among others. “This is an extremely important law, and each country has accumulated substantial experience in this area: all have national legislation on counterterrorism. All relevant innovations were consolidated [in the model law]. It is a law that should be reviewed and adapted to national legal conditions,” Igor Sergeyenko explained.
A model law on the status of international civil servants was also adopted. “Citizens of our countries work in international organizations. Naturally, systematization was needed: from terminology to the rights, duties, and social guarantees of this category of citizens working in such structures,” he said. In addition, a number of recommendations were adopted in military-patriotic education and various aspects of criminal law.
“The CSTO Parliamentary Assembly is an excellent platform for exchanging views and strengthening interparliamentary cooperation not only among CSTO member states but also with partners who attend and are invited to such meetings. In particular, today a delegation from Iran took part,” the chairman of the House of Representatives added.
