Second stage of Belarus-Russia electronic shipping documents exchange project launched

MINSK, 21 June (BelTA) – The second stage of a pilot project for exchanging digital shipping documents between Belarus and Russia has been launched, the Tax and Duties Ministry told BelTA.

The Federal Tax Service of Russia and the Belarusian Tax and Duties Ministry have signed an action plan (a roadmap) on implementing the second stage of a pilot project, which envisages the exchange of electronic shipping documents in the course of transboundary trade between Belarusian and Russian companies with assistance of a trusted third party. During this stage the sides intend to test standards of interaction between electronic document flow operators and regulate how discrepancies, which are detected during the acceptance procedure, should be entered into electronic shipping documents.

The purpose of the pilot project is to switch to electronic shipping documents and recognize them as valid in transboundary trade between Belarus and Russia. Electronic shipping documents will reduce nonmanufacturing costs of the private sector and government agencies by getting rid of paper documents. They will also allow minimizing the interference of government agencies in business operations of commercial entities.

The Belarusian enterprise National Center for Electronic Services (the operator of the trusted third party) and certified electronic data interchange operators – OOO Modern Trade Technologies and OOO Electronic Documents and Invoices – will take care of the technical implementation of the second stage of the project in Belarus.
