Financial watchdogs of Belarus, Russia look into Union State budget execution in 2020

MINSK, 14 June (BelTA) - The State Control Committee of Belarus and the Accounts Chamber of Russia reviewed the report of the Council of Ministers of the Union State on the 2020 budget execution. The data on revenuea and expenses has been verified. The findings of the financial watchdogs have been sent to the Parliamentary Assembly of the Union State of Belarus and Russia, BelTA learned from the State Control Committee .

In 2020 the Union State budget received RUB5.5 billion in revenue, 0.1% above the target.

The budget expenditures amounted to RUB5.1 billion (92.9% of the target). It was mainly due to the restrictive measures imposed in Belarus and Russia amid the coronavirus pandemic.

Expenses on two sections - "Environmental and natural resources protection, hydrometeorology, cartography and geodesy" and "Agriculture and fisheries" - were executed in the prescribed amount (100%).

The review showed that Union State programs accounted for the main share of the Union State expenditures in 2014-2020 (61.6%). In 2020, the Union State was set to implement 12 programs, two projects and 25 activities.

Cash execution of the programs amounted to RUB3.3 billion, or 98% of the target. Only one program ("Development of the system of hydrometeorological security of the Union State") was executed in full.

Expenses on two projects of the Union State (in Russia - "Creating a sculptural composition for Rzhev Memorial to the Soviet Soldier in Tver Oblast," in Belarus - "Major repair, restoration and museumization of the structures of the Brest fortress in the Brest Hero Fortress memorial complex) made up RUB110.2 million or 92.6% of the target.

Cash execution of 15 out of 25 activities totaled RUB1 billion, or 79.7% of the target. The expenses on six activities were financed fully.

The amount of unused money in the Union State budgets of previous years has been decreasing: in 2020 it wend down 1.4 times to RUB549.6 million (at the level of the unused funds as of 2011). This money has been directed to finance new programs, projects and activities of the Union State.

The State Control Committee and the Accounts Chamber also discussed the violations and shortcomings identified in the course of the review.
